no biological filtration, low/zero oxygen levels wont kill it within an hour?

i've watched people buy a fish, keep it in the bag while filling a tank, setup a new filter, added dechlorinator, and toss in the fish, and i watched them die, within an hour

it was toxins. lack of bacteria doesn't kill fish in hours

RE: bio filtration...would take more than a hour for enough ammonia to generate to knock them out...and even then, goldfish as so damn hearty that I would suspect they could push of a sizeable level ammonia for a day or two. No oxygen or toxins.
