I use a ballast similar to that (175w) powering a 14k phoenix. Its not the greatest but its got me by.

dont do it the money you spend replacing this thing after it craps out on you in a month or 2 an new ballast would serve you so much better. lighting is so important to our tanks go cheaper somewhere esle

I would rec going w/ an oceanrunner for return, and they are usually on sale on Fostersmith at a good price(like $60) and they run both quiet and cool.
3-5x turnover total volume is good for sump return.
For good cheap lights I'd try reefgeek.com, or I think I saw an icecap 660 in the selling forum here.
Those lights look like they might be better for growing....other stuuff!

You might try these guys for an eballast, 250W is only $80.00 I got a 70W and 150W from them and they haven't had a problem yet. You can also get one from hellolights for $100.00.
