      After looking through the sport fishing regulations for too long I cannot find anything prohibiting taking starfish except in the tidal zone, but they aren't even specifically mentioned anywhere that I could find.

      I think it is not prohibited to take but for sure it is prohibited to sell local caught specimens without the necessary license or licenses.
