Some people used to pick this cotton off with there hands, but I wouldn't bother. Get a cleaner shrimp if you want to help it along.
Sushi is right- the fish is a zebrasoma flavescens.

Thank you all for the help!! Just not sure if u should be putting him in a QT or not I don't want to endanger him or the other fish

If you have quarantine running, it would not hurt him. The virus is kept in check (from spreading) with reasonable water quality management. I would not set one up, just work on the tank he is in and it will not likely spread, it's not that virulent or deadly. The white patches are symptmatic of a stressed fish and the symptoms can improve/ disappear if the tank conditions are reasonably good. Healthy tank mates are not likely to break out. This is not Ich or other killer disease. More like dandruff.

I can post my water parameters later but I am pretty sure everything was doing amazing the last time I checked. Thanks again for all your help guys
