Anyone know if it would be okay to get 2 exact same powerheards, and put one inside the sump with a hose taking that water to another tank(refugium) and then the other pump in the refugium sending water back to the sump?

Sounds dangerous. If one fails you'll have water on the floor at least.
Bad idea, they wont run at exactly the same flow. Look for a way to run water to the fuge and let it drain through gravity.
Yeah probably not going to work well. Can you put a pump in one of the two then have the one that is receiving the water spill or overflow back into the other?

Won't work. The flow won't be the same. Different hose length and different head pressure.

Given the pump flows were exactly the same, the difference in system pressure pumping up from the sump vs. (equal) pumping rate + gravity feed w/siphon back to the sump will create an imbalance in flow between the sump and refuge. If you put the upper pump into an overflow box in the upper tank it can suck air while the (lower) sump pump tries to keep up. Generally people just use gravity feed with an upper tank overflow box to return water passively, as was mentioned before.
Two pumps with a power outage sounds like a flood in the making.
If gravity flow is not possible then BOTH pumps need to be operated by on/off float switches in the opposite tank.
I've actually given it some thought as a way to set up a tank with high & low tide effect.
What if I use phone books or something similar to make the tank taller, and then drill it and install a bulkhead with pvc pipe and direct it to the sump, and then have the return pump taking the sump water to the refugium?
Would the whole phone book thing be making the higher tank drain into the lower tank via gravity so you are only using 1 pump to return water from lower tank to higher tank?
Yes higher tank will drain into lower tank. And the lower tank would have return pump in it sending water to upper tank

Yes. If you can find some phone books at an antique store that would work. Higher tank draining (by hole drilled in tank or overflow system) into lower tank then being pumped back up to higher tank is a normal sump style but instead of being one above the other they are closer in height.
