Probably not "reef safe" as well the crabs here are cold water species.

Got a fishing license? You can legally fish from the pier without one, but I don't know how your are going to take a shorecrab from the pier? If you do snag one, I think it would be fine for the puffer. But then again, there has been a crab fishery closure in California because of the red tide & domoic acid that is bio-accumulating in crabs (and other shellfish.)

If you are on the natural shoreline, if you take anything there you technically need a fishing license to possess the crab. Limit 50 (i think) for many inverts, but you have to check the reg's to see if there is any special size or possession limit for a species (aka Pismo clams @10 and greater than 5 or 6 inches?)
Yes those crabs would be an excellent snack for the puffer amd even help wear down his beak. They do like to get out of the water so don't be surprised when you see one walking across the living room floor. A friend used to collect them for a bimac octopus he had for almost 2 years.
