On the back of my nano cube, what should the water level be in the area with the "A" in it in my picture?
Should it be lower so the water cascades over the divider edge down to the pump?

Just high enough to where the two pumps aren't running dry or close to it.
Don't know if thats the main purpose but it will help with agitation.
Then I must ask - what is the main purpose of having the water level just above the pumps?
You can have the water level where ever you want I would just make sure that it's not too close to the pumps but that's just me I don't really put much thought on where the level should be in the back chambers. I've had a few of these tanks and have one now and I keep my water level maybe 2-3in above the pumps.
