This is the way UV works. Tank size is based on dwell time. So for example a big bulb on a small tank can work the same as a small bulb in a big tank if the dwell times match. So basically a 36W unit with high flow going through it would be the same as an 18W unit with less flow. The bigger units just allow you to scale to a big tank as you would have to run very low flow on a small bulb to have correct dwell time and you would need to run very high flow for small tanks.
UV would be useful for especially those people who use Scripps as a safety measure in case the water quality gets iffy for a couple of days.
Further calculations:
A reef tank requires between 30000-45000 µw/cm2 of dwell time. Any more and you start to kill pods. On a 70G tank this equals 642GPH for 30000 and 428 for 45000 with an 8W bulb. For half the size at 35G you are looking at ~900GPH for proper dwell time.
The 18W unit is the sweet spot for people with up to 120G tanks. For 75G system run 600GPH. For half that size run 900GPH.

Also this is based on the UV system running 100% of the time. When using is sporadically you have lots more leeway on the GPH.
