I've kept a yellow clown goby in a 10x10 cube. Maybe only a gallon more than what you have there.

      I have a client with a 3 gallon pico
      has a bi color blenny

picked due to the fact it doesn't need to feed everyday
      and is very sociable

bi color blenny has been a cool addition to my pico. Strange fish but the behavior is entertaining.
