Split the line if you want to regulate flow into the fuge. Otherwise, you will have the same amount of flow in the fuge as the skimmer chamber. +1 on what DaveMorris said about making the return...
Check the Venturi and the tube and make sure they are not partially clogged. Also check the impeller of your pump and make sure the needle wheel is in good shape.
