Think of it like cell phones. Carriers are willing to give you the phone for free if you sign up for the two years contract but then they charge you the tax on the full retail cost of the phone.

40G sump will do as I have the same size tank as your. My sump from left to right is skimmer/sock in the first section; return in the second section; and a refugium in the 3rd section.
