Same here, flow was on as I backed in, and there was a big running pool....
Long story short, the Red valve does not fully cut off the flow, I had to turn it off and then turn the larger Blue valve...
For 5 Years I lifeguarded at La Jolla Shores @ the Scripps tower(shack). Everyday there were roughly ~20 people (during summer when were staffed ~10-~6). And ALWAYS tourists and students washing up...
