Does anyone know what this is?

Does anyone know what this is? The pic is not very good (crappy camera) but it looks like green translucent earthworms (slime) with air bubbles attached. They start like a slime on the rock and then start to elongate to 6 to 12 inches.

Looks like blue-green algae to me, aka cyano.
