Belt, then vibrator, depending on how much material you want to remove.

I'm going to be putting a resin coat on the wood in the next couple days and I have some uneven boards. I've been useing a plainer but I need to sand it down with some 100 grit and finsh with some 220.

Belt sander to get it even, then vibrator for the 100 and 220. Sand between coats.

yeah, the belt will get the job done quickly if there is a good amount of material to be removed. i would use a DA sander for the finish before the coating, it will clean it up nice.
