Okay, I need help for you distinguished pros. With my 20L and a small sump, say 10 gallon, is it possible to plumb a chiller and return so I only have a single pump down there?

i got a 60 gal sump in my 10 gal nano.... LOL but its true.

The key thing here is the flow requirement to the chiller. If this is close to your desired flow rate that you wish to pump back to the tank you can just put it inline. The pump will have to be a bit bigger than the desired flow to allow for the head loss through the chiller (maybe 2-3 ft.). Another alternative would be to just use an extra powerhead of the right size in addition to your recirculating pump. Go from the sump to the chiller and then back to the sump. This will avoid the head loss going back to the tank.
